Proposal to Omit Undocumented Immigrants Could Impact Business and Economic Data

Date:

The Trump administration has put forward a proposal to modify the United States census process by excluding undocumented immigrants from the population tally. This proposed change could have a substantial impact on how federal resources are allocated and how congressional districts are designed. Under the new plan, only lawful permanent residents would be counted, while undocumented immigrants and individuals in certain other non-permanent immigration categories might be omitted. The Census Bureau is exploring the use of government administrative records to ascertain people’s legal status for inclusion in the census.

Traditionally, the US census, conducted every decade, has included all residents within the country, without regard to their citizenship or immigration status. The population data collected plays a critical role in the distribution of federal funding and determines the number of House of Representatives seats each state is allocated. This proposal, if implemented, could alter these long-standing practices by changing the demographic makeup reflected in the census.

Additionally, the administration is contemplating revisions to the census questions that address race and ethnicity. These changes are being considered due to concerns about the relevance and sensitivity of the information currently gathered. Any alterations to these questions could influence the demographic data that governments and policymakers rely on for decision-making and resource allocation.

The proposed changes are likely to encounter legal opposition from Democrats and advocacy organizations. These groups contend that the US Constitution mandates that the census should count every person residing in the country, irrespective of their immigration status. Legal challenges could focus on whether the proposed exclusions violate constitutional requirements and the intent of the census.
